Dogs are everywhere here in Chile and not at all on leashes and all walking around as if the city was made for them. They stop at crosswalks and go with the people. When the owners think they need to go out they just open the door and let them out. The dogs wander and do their business and go home. We go to a park nearby and the dogs belonging to the nearby houses come and sniff out the other dogs and go back to their homes. I have yet to see dogs fighting or hurting anyone or each other. Most houses have guard dogs and they bark at you as you go by, but if you met them on the street they would be docile. Dogs that are not owned hang out by bus stops or certain areas and the people in the area feed them collectively. I have seen strays with obvious problems like hunks of hair missing and I've heard that after a certain age they sometimes just send the dogs away. But mostly we have seen happy and healthy looking dogs even the strays.
If you walk your dog on a leash it is assumed that the dog is a difficult dog or dangerous. Joffre's Aunt loves dogs and has two very amiable small dogs. It is hilarious to me when we walk owners out running with their huge dogs stop and protect their dogs from these two little dogs because they are leashed.
